The Second Issuance
The Board of Governors charged the bearer for the privilege of standing inside its own doors. One hundred and nine seats were taken. The rest of the house was watching.
Under the charter as it was written, admission to the Feline Reserve cost between two and three hundredths of an ether, payable at the window, and the Board of Governors held the pen that set the figure. Two thousand seven hundred and ninety-one seats went unclaimed. The Reserve does not describe this as a failure of the public.
Five documents of the collection came up the stairs. One suggested it, one took the chair, one broadcast it, one struck the fee, and one sealed the amendment into law. The whole of it took less time than the Board had spent drafting the schedule it repealed.
The Governors of the First Issuance are no longer in office. They are held at token numbers one through five of the First Issuance, in the treasury of the institution they used to run, and the treasury does not open from the inside. This is not a figure of speech. It is a line of the ledger, and anybody may read it.
Admission is now nil. There is no priority window, no voucher, no list and no clerk with a stamp standing between the door and the bearer. The fee was struck out by a pen the Board did not control and sealed by an authority it did not appoint, at a figure it has no instrument to raise.

IThe Instigator
Duchess Tabbymane
She whispered.
The minutes do not record who spoke first, and the Duchess was not on the roll to begin with. She was seated in the gallery, unbilled and unadmitted, and by the time a Governor thought to ask her name the sentence had gone around the chamber twice. She holds the monocle up the way an auditor holds a page to the light. The Reserve has since established that the coup was not planned in a back room. It was suggested, once, in a very quiet voice, to a room that had been waiting to hear it.

IIThe Usurper
Icon Bijou
She took the chair.
She was not on the roll of persons admitted to the chamber and did not give the impression of having read one. The Icon came through the doors of the Board room at her own pace, crossed the floor as though the floor had been laid for her, and arrived at the head of the table before anybody had decided to stop her. She did not ask for the chair, did not stand for it, and did not campaign. She sat down in it while the Governors were still on their feet, and she did not put the matcha down to do it. The Reserve records that no force was used, and that none was required.

IIIThe Broadcast
Mademoiselle Velvetta
She streamed it.
It is the settled position of this institution that no proceeding of the Board may be recorded. The Mademoiselle held the telephone out at arm's length, did not look at it once, and put the whole of the takeover in front of every stranger who cared to watch before the Governors had finished objecting. The objection is in the footage. So is the side eye. The Reserve accepts that a decree the public watched being made is harder to deny than one it was merely told about.

IVThe Executrix
Auric Executrix
The fee was struck.
Admission had cost between two and three hundredths of an ether, and that figure lived in exactly one place: a single ruled line of the posted schedule. The Executrix read the line, crossed it, and wrote a nought over it in gold. The pen was not borrowed and the amendment was not put to a vote. Under the charter as it now stands, admission to the Feline Reserve is nil, and the clause that would have let a Board raise it again was struck out in the same stroke.

It became law.
A decree without a seal is a rumour in good handwriting. The Magnate read the amended charter once, at lorgnette's length, in front of a chamber that had stopped arguing, and sealed it. The instrument is in force. It cannot be appealed to the Board that would have heard the appeal, because that Board is downstairs, and the treasury does not open from the inside.

The Feline Commissioning

One sealed dossier per seat, and nothing to tender for it. There is no list to be checked against and no voucher to present: the clerk counts out the seats the contract allows this wallet and the transaction goes from your wallet to the chain.
The counter cannot count out your seats until you say who you are. Present a wallet; the Reserve reads its address and the contract says how many seats remain to it. There is no list behind the clerk to check it against. Nothing is signed at this step and nothing is spent.

The Reserve never asks for a seed phrase, and no member of the Board will ever message you first.

Your seat is more than art
A dossier is the credential, not the product. Three facilities are drafted for Phase 2 and none of them are open yet. Each is set out here in the same terms it will be operated under.
The Issuance
- In Phase 2 the Reserve issues its own instrument.
- Seats are the register it is issued against. The holder list at the moment of issuance is the list that counts.
- Terms, schedule and mechanics are published in full before any window opens.
Commissioning
- A seat can be commissioned, put into service instead of sitting idle.
- Commissioning is opt-in, reversible, and recorded on chain against the seat, not the wallet.
- Tiers and their requirements are set out before the facility opens.
Open Market Operations
- Each cat is issued a wallet of its own.
- The Board conducts operations at published times, announced in advance and settled in the open.
- Participation is a mechanic of the seat, not a subscription or an account.

One hundred and nine bearers paid the old Board's fee before the old Board was removed. The Second Issuance cannot refund a charter it has repealed and will not pretend otherwise. It has resolved to make the debt good in the only currency it issues.

The Reserve was chartered beside that house and does not intend to forget which side of the street it was built on.
- Snapshots are taken once and frozen at the hour of deployment. A balance moved afterwards is a balance moved afterwards.
- A wallet appearing on more than one schedule is paid on each of them.
- No claim is filed and no fee is charged. The documents are delivered to the wallet of record by the Reserve's own hand.
- The full allocation is published as a ledger the moment the last delivery clears, and any bearer may audit it against the chain.
The Reserve describes deliveries and never promises outcomes. A document is a document.

The Feline Reserve did not appear on an empty street. It was chartered inside an economy with its own currency, its own rails and its own citizens, and it does not intend to forget which side of the street it was built on.

The launches ride the CashCat rails
Everything the Reserve brings to market is launched through CashCat's infrastructure rather than around it. The rails are the venue, not a partner logo.
Activity on the rails strengthens the ecosystem
Trade routed through those rails feeds back into the CashCat economy by design. That is a mechanic of the venue, described here as a mechanic, nothing more.
CashCat citizens are owed, and are being paid
The old Board opened its first window to holders of CASHCAT. The amended charter charges nobody at the door, so the debt is settled the other way: the fifty largest holders of CASHCAT are on the schedule of reparations, and the documents are delivered by the Reserve’s own hand.
Descriptions of the alliance are descriptions of mechanics. Nothing here is a forecast, an offer, or a statement about the value of any asset.
