One sealed dossier per seat, struck at the fee posted for the open window. The clerk checks your wallet against the Board's list, stamps the verdict, and the schedule below is what you tender.

The clerk cannot look you up until you say who you are. Present a wallet; the Reserve reads its address, checks the Board's list, and stamps the result. Nothing is signed at this step and nothing is spent.
Present your wallet at the plaque marked Connect wallet, top right of this page. It is the only window that takes one.
The Reserve never asks for a seed phrase, and no member of the Board will ever message you first.

Your seat is more than art
A dossier is the credential, not the product. Three facilities are drafted for Phase 2 and none of them are open yet. Each is set out here in the same terms it will be operated under.

The Issuance
- In Phase 2 the Reserve issues its own instrument.
- Seats are the register it is issued against. The holder list at the moment of issuance is the list that counts.
- Terms, schedule and mechanics are published in full before any window opens.

Commissioning
- A seat can be commissioned, put into service instead of sitting idle.
- Commissioning is opt-in, reversible, and recorded on chain against the seat, not the wallet.
- Tiers and their requirements are set out before the facility opens.

Open Market Operations
- Each cat is issued a wallet of its own.
- The Board conducts operations at published times, announced in advance and settled in the open.
- Participation is a mechanic of the seat, not a subscription or an account.

Chartered in the CashCat economy
The Feline Reserve did not appear on an empty street. It was chartered inside an economy with its own currency, its own rails and its own citizens, and it opened its first window to them.

The launches ride the CashCat rails
Everything the Reserve brings to market is launched through CashCat's infrastructure rather than around it. The rails are the venue, not a partner logo.
Activity on the rails strengthens the ecosystem
Trade routed through those rails feeds back into the CashCat economy by design. That is a mechanic of the venue, described here as a mechanic, nothing more.
CashCat citizens were handed priority
The first window was drawn from holders of CASHCAT. Priority was allocation, not accident: the economy that hosts the Reserve was admitted first.
Descriptions of the alliance are descriptions of mechanics. Nothing here is a forecast, an offer, or a statement about the value of any asset.
